Continued Supply of Weapons Key Driver to Sudan War, UN Says
"The continued supply of weapons – increasingly sophisticated and deadly -- remains a key driver of the conflict. Sudan is saturated with arms," Assistant Secretary-General Khaled Khiari told the UN Security Council. "Calls to end these flows have gone unheeded, and there has been no accountability."
Both warring factions refuse to compromise or reduce hostilities, Khiari noted, highlighting their ability to halt fighting to safeguard oil income while failing to take similar action to protect civilians.
"Meanwhile, the parties remain unwilling to compromise or de-escalate. While they were able to stop fighting to preserve oil revenues, they have so far failed to do the same to protect their population," he added.
Khiari emphasized the urgency of decisive Security Council intervention as diplomatic initiatives progress.
"We urge the Council to send a clear and united message: those who enable this war will be held accountable," Khiari said.
He referenced recent bloodshed in the Kordofan region, including a December 4 drone strike that struck a kindergarten before targeting a hospital, resulting in over 100 deaths—63 of them children—describing civilian trauma as both "immense" and "unimaginable."
The paramilitary Rapid Support Forces (RSF) have battled the Sudanese army since April 2023, after a planned transition to civilian governance collapsed. On October 26 this year, RSF troops captured El-Fasher, North Darfur state's capital, following a 500-day blockade that sparked massive displacement and left residents stranded with minimal food access.
Sudan Proposes Four-Stage Peace Plan
Sudan's Transitional Prime Minister Kamil El-Tayeb Idris unveiled to the Council what he termed the Government of Sudan Peace Initiative, stating it seeks to "end a cycle of violence that has failed Sudan for decades," safeguard civilians and maintain national unity.
Idris presented four components: establishing a comprehensive ceasefire with joint oversight by the UN, the African Union and the Arab League, requiring militia withdrawal and disarmament, and ensuring unrestricted humanitarian aid delivery to all affected populations.
